There are a few options for how to send the glyph: you can send the glyph to someone on your party by just casting the action. Or you can send the glyph to someone in the party. This is really up to personal preference though.

And it can also be used on those enemies who are wearing armor. They will be unable to take damage, so they are immune to the glyph of decrease health. So you could hit another Visionary and they won’t get the glyph of decrease health.
